This Charter recognises the responsibilities and protects the special needs and human rights of the youth of Africa, obligating States to adhere to principles of non-discrimination (especially that of young women and disabled youth), protect basic freedoms, the family and privacy, grant special recognition in the penal system, and recognise their rights to develop themselves and have access to education, employment, security and adequate healthcare, to own property, and to participate in society.
