This report by Gertraude E. Kabelka, Chair of the Council of Europe Committee of Experts on Terrorism (CODEXTER), was presented during the Third High-Level Multilateral Meeting of the Ministries of the Interior, which was held in 2005, under Polish Chairmanship. The conference was dedicated to the improvement of security in Europe by combating terrorism and organised crime.
