At the Warsaw Summit [16-17 May 2005], the 46 Heads of State and Government committed themselves firmly to “strengthening the rule of law throughout the continent", building on “the standard-setting potential of the Council of Europe and on its contribution to the development of international law”. Vital to this are the existence of independent and effective legal systems in the member states, and optimum protection for individuals throughout the continent.
