"Since the early 2000s, the effectiveness of local actors has gradually been developing. The space for people to pressure the government from below has increased, representing a greater challenge. This article examines local actors that have been advocating for civil rights and respect for the law. It argues that local actors arose mainly from the religious establishment, unaffiliated government clerics, independent rights activists and local NGOs, and finally activists and writers with Islamo-liberal orientations."
