"The main aim of the White Paper is to mainstream and thus support sport into other policies of the EU and to set the conditions for improved governance in European sport by providing guidance for the application of EU rules. In light of the mandate given by the European Council of June 2007 for the Intergovernmental Conference to foresee a Treaty provision on sport, the Commission may, if necessary and appropriate, indicate further steps in the context of a new Treaty provision."
