"The Council of the European Union is the EU’s main decision-making Institution. It is commonly also called the Council, or the Council of Ministers. The main difference of the EU system from national legislatures is that neither the Parliament nor the Council have the power to initiate legislation, a power uniquely reserved for the Commission.
