"Instead of a "national origins system", the U.S. now has an "immigrant origins system" where increasing numbers of the recent immigrants sponsor increasing numbers of their relatives.The result is that most legal immigrants now come from Asia and Latin America ... The number of persons who may be admitted to the United States as refugees each year is established by the President in consultation with Congress.
