The declaration from 1992 is the first declaration solely aimed at protection of minorities. The declaration consists of 9 articles. It protects the existence and the national or ethnic, cultural, religious and linguistic identity of minority groups. Furthermore it demands that states, not only accept minorities, but also has to encourage and promote their right to practice their culture.
