Two of the greatest problems facing the indigenous minority of Argentina is the lack of an educational opportunity due to limited finances and the inability to obtain land titles. While the government gives out 6,000 scholarships to indigenous students of all ages, it is still not enough. As for land titles, the national government constitutionally recognizes the right to land titles, but only 11 of 23 provinces, the level of government where implementation takes place, recognizes land title rights in their constitutions.
