"This document is the final statutory report on the Carbon Emissions Reduction Target (CERT) 2008-2012. It provides details on the achievement of the targets and obligations under the programme, which ended on 31 December 2012. CERT required certain gas and electricity suppliers to meet a carbon emissions reduction obligation by promoting the uptake of energy saving measures in domestic properties in Great Britain. Energy companies were required to achieve an overall target of 293 million lifetime tonnes of carbon dioxide (Mt CO2) by 31 December 2012. Energy companies achieved 296.9 Mt CO2.
