"Despite overall positive trends in the past decade, the decline in out-of-school figures has slowed down since 2005 and the number of out-of-school children has stood at about 61 million over the last three years. Much of this global stagnation is due to trends in subSaharan Africa, where the number of children out of school has risen from 29 million in 2008 to 31 million in 2010. Although enrolment has continued to expand in the region, it has not kept pace with the steady increases in the school-age population." (Quoted from paper)
