Japan's economy has been declining for quite a few years and there are not enough people in the work force. Prime Minister Shinzo Abe calls for the many unemployed, but educated women to join the work force to help boost the economy. With only 60% of women in the work force, Abe believe this is an underutilized demographic that is an obvious way to get Japan back on track.
