Human Rights Monitoring and Armed Conflict: Challenges for the UN
"Issues of human rights and armed conflict interact in multiple ways. Conflict frequently has its origins in patterns of human rights abuse—such as the systemic oppression of minorities or of other vulnerable groups. With conflict underway, the assault on human rights is evident. Firstly there is the direct targeting of civilians. Account needs also to be taken of the impact on people of the destruction of infrastructure and of a slide into humanitarian crisis." (Quoted from paper)
