"The Energy Committee of the EU Parliament approved on Tuesday a draft energy efficiency directive, which includes also an ETS set aside provision. According to the draft, EU Member States would have to set themselves binding national energy efficiency targets to be based on specific reference values for each country. These targets will be monitored by the European Commission (EC) in order to carry out a proposal for 2030 energy savings targets by June 2014." (Quoted from paper)
