In 2004 International adoption was at its peak with the US adopting over 20,000 foreign babies. Since then the adoption rate has drastically declined. In the US as of 2011 little over 9,000 orphans were adopted. While the numbers are most dramatic in the US this is a trend seen world-wide. This is partially due to countries such as China and Russia tightening their adoption policies.
