"The trains are carrying more passengers than at any time since the 1920s, excluding the war. While this is partly a function of increased population, it also runs counter to the popular impression of an industry in decline. None the less, the rail network continues to eat up substantial sums of public money, with subsidies substantially higher than under British Rail and running costs per passenger 30 per cent greater than in comparable European networks."
