This CSIS report by Keith C. Smith argues that an underlying motive in Russian energy policies since the breakup of the Soviet Union has been to coerce its energy-dependent neighbors to conform to Russian interests and policies in the "near abroad" (i.e. Ukraine, Belarus and the Baltic states).
